IIRC, this sort of ban was attempted roughly a hundred years ago with alcohol, and it didn’t work very well.

The state of NY charges $4.35 tax per pack of cigarettes, NYC tacks on another $1.50. The state also charges a tax of 75% of the wholesale price on cigars. That is a hell of a lot of tax revenue she is giving up.
