Because no one in the world could figure out how to modify the follower in a magazine to hold more than 10 rounds. I think that’s the first think I looked at on my .22 pistol where the mag has this ridiculously large follower installed to make it a 10-round mag. These people are insane.
Easier to just purchase standard magazines on the way. Not a controlled item in Free America so no checks of any kind..
