I’m reminded of Heinlein’s The Puppet Masters, where he states in Chapter 1 that the one thing the President of the United States can never be allowed to learn is, how good is his intelligence agency. Because he can only learn that because they have failed him.
GWB learned, reeatedly, how good they weren’t.
