I couldn’t bring myself to listen to her, but the quote on the linked page also has no “that” in it.
I guess Hill was trying to sound like “one of the little people”, or something.
Spoken like someone who hasn’t worked at a job in the real world. It’s right up there with “let them eat cake”.

Isn’t that the political goal? Zero job growth (in the private sector) so people are dependent on the largesse of their political betters.
