A number of years ago I read an article on a cultural exchange with, I believe, India. Intellectuals in India took a dogmatic stance and defended it against all comers. The American practice of examining the data before taking a position was viewed as being hopelessly wishy-washy. In the briefing of the second batch of Americans by those in the first batch, it was advised that they dogmatically take the position that they would not take a position until they examined the data. This approach was successful. (No reference for the article. I saw it perhaps 40 years ago.)
